My own thoughts are that safety pack options should be excluded from adding to the cars value for purposes of VED.
Folks buying a car at £39,500 are reluctant to add safety options as it increases their VED liability.
Not so important at cars over 40bk to start with , but it is a tax on safety for those in the lower price bracket.

Really good point June16. The Volvo stats back up just how effective these features are in reducing fatal accidents so it would be great if buyers weren't penalised for adding safety related features - especially those on the cusp of the £40k mark.

More information here, https://www.parkers.co.uk/car-tax/ it looks like each model has a fixed VED value and discount or extras are not taken into account, only the lowest spec FPaces qualify for the lower tax rate.
As usual does any one know different because you could load a Prestige up with £10k of extras and save a lot

I always thought factory fitted options counted for list price where as dealer fitted options didn’t?

What Car? says

Cars that cost more than £40,000 and are registered on or after April 1, 2017 will be subject to higher rates of VED in years two to six. The increased cost will be £310 a year, so the standard rate of VED for cars costing more than £40,000 will be £450 per year.

The law defines the price as the car’s list price, so any discount you are able to negotiate won’t affect the car’s VED band. The list price is the price of the car before the ‘on-the-road’ charges are added, such as a delivery charge, new vehicle registration fee, numberplates and fuel.

Beware, too, that if you buy a car that has a list price of less than £40k, but add some options that take the price over the threshold, you’ll be liable for the higher rate of tax. In short, an option for a few hundred pounds could end up costing you more than £1500 over five years in extra VED costs.
