Limiter

Please note that the limiter won't restrict you to the maximum speed set in all situations. You cannot accelerate above the maximum speed set, although as @cutlea01 says you can override it by kicking down the gearbox. However, if you start going downhill and the car is picking up speed you can exceed the maximum speed. The system will not brake the car, although it will warn you you have exceeded the limit depending on how you have set the options. Also, if you are above the maximum speed when you set it it won't slow you down to the speed set.
 
Think of it as the limiter setting a maximum speed and the cruise control setting a minimum speed.

As to how you can tell which, if either, is engaged then I refer you to @cutlea01 response in post 5 above.

Use the paddle to manually change down to a lower gear and/or use the brake pedal.

Yes, it will. The purpose of cruise control is to set a minimum speed that the car will not go below if you take your foot of the accelerator. Cruise control doesn't help you at all going down hill as the car is going faster and faster. This is the same with every car equipped with cruise control. In theory the speed limiter should do the job but in the Jaguar it doesn't apply the brakes, unlike the Mercedes I used to have, so that doesn't help you either. All you are left with is either applying the brakes yourself and/or going into a lower gear and using engine braking.
 
I went out in my 2017 F-Pace earlier and tested the normal cruise control, the normal speed limiter and the intelligent speed limiter (based on sign recognition) and in none of these modes were the brakes applied if you exceeded the set speed or went downhill.
